Zatojin
Zatojin is a Rare Elite flying high in the sky in Zereth Mortis around 43.51 32.93, it is not attackable.
To make it attackable you need to stand inside the circle of dead Scarabid Burrower and pull at least two Menacing Vespoid Worker flying nearby. They will constantly cast Paralytic Sting on their target which applies a stack of the debuff Paralytic Poison, upon reaching 20 stacks you will get Paralyzed! and Zatojin will come down to attack you.

Hit small Menacing Vespoid Worker in the area under the rare
Don’t kill them and wait for them to stack 20x Paralytic Sting
You’ll be stunned after 20 stacks and the rare will come down
