You need at least rank 2 of the Abominable Stitching to craft the Anima-Bound Wraps, there is a progress bar for how many more he needs to complete the summoning that is under Visectus himself which also appears to be zone-wide so anyone can contribute to the progress but you need to give him 100 wraps personally to complete the achievement.
To unlock the anima-bound wraps -recipe- you need at least an Anima Conductor Rank 1

Interact with Abominable Stitching Table to craft 100x Anima-bound Wraps (you will spend 200x Shrouded Cloth to craft all)
Return Anima-bound Wraps on the quest Specter Of War: Visectus until get the achieve
