The Phoenix Ash Talisman is sold by Zektar in Spires of Arak in exchange for Glittering Phoenix Ember/way #542 52.0 50.4 Zektar
x1, Sacred Phoenix Ash x10 and Inert Phoenix Ash x20.
If Zektar is not present, complete the quest ‘ The High Ravenspeaker’ to be able to see them.

GLITTERING PHOENIX EMBER
To obtain the Glittering Phoenix Ember you must defeat Alysrazor in Firelands Timewalking.
This item drops for everyone in the group and there is no pre-requisites to it dropping.
Firelands Timewalking is only available during Cataclysm Timewalking week
INERT PHOENIX ASH
Inert Phoenix Ash drops rarely from Scorching Elemental at the center of Un’Goro Crater.
These share spawn points with (but do not drop from) Living Blaze so make sure you kill both.
Circle the Volcano (Fireplume Ridge) to farm these.
You will need Inert Phoenix Ash x20, which may take you a few hours.
SACRED PHOENIX ASH
Sacred Phoenix Ash can be found within Cookpots, located around Spires of Arak.
Cookpots will spawn Small Pile of Ash within them – tilt your camera to look in to the top of the pot to see these.
Small Pile of Ash are not always up, but you can utilize swapping between Warmode On/Off and Chromie Time to farm these faster.
Collect Sacred Phoenix Ash x10.

Now that you have the Phoenix Ash Talisman, Tarjin the Blind in The Waking Shores will have the turn-in quest ‘Tale of the Phoenix’ available.
Note as this is a turn-in quest, you can’t pick it up, so you’ll need to get the items first to complete it.
This turn-in quest becomes visible once you have the Phoenix Ash Talisman.
To complete this quest, you will need Phoenix Ash Talisman x1, Smoldering Phoenix Ash x15, Ash Feather x20.
SMOLDERING PHOENIX ASH
To obtain Smoldering Phoenix Ash, farm the various Phoenixes such as Lava Phoenix or Blazing Firesquall found on the Dragon Isles.
These can mostly be found around the Obsidian Citadel in The Waking Shores.
You will need Smoldering Phoenix Ash x15.
Check your bags or bank, you may have some stashed away!

ASH FEATHERS
Purchase the Ash Feather Amulet from Griftah in The Waking Shores at the Obsidian Throne.
Use this necklace and pick up Ash Feather found within the Burning Ascent and Slagmire, which are areas surrounding the Obsidian Citadel.
Pick up these feathers until you have Ash Feather Amulet x20.
The buff only lasts one hour, so make sure to refresh it as needed.

Now that you have Phoenix Ash Talisman x1, Smoldering Phoenix Ash x15 and Ash Feather x20 you can return to Tarjin the Blind in The Waking Shores to complete the turn-in quest.

This quest will reward you with Phoenix Wishwing (Phoenix Wishwing) – an adorable orange Phoenix.
(Pheonix Wishwing is currently a little buggy and won’t appear in your journal, but can be summoned and caged (bought and sold on the Auction House) using scripts.
To summon, this script will put Phoenix Wishwing on your cursor, where you can place it on your bars or in a team:
