You can loot Schematic: Vespoid Flutterer off of the ground on level one of the Locus Shift Teleport System
Go to /way 51.31 27.95 and collect 30 Cosmic Energy
Go to /way 50.59 32.06 and use Locus Shift to Tertius Locus (4th option if language is unavailabe to you)
Below the platform you teleport to the schematic will be located.

Obtained from Protoform Schematic in Resonant Peaks at /way #1970 50.3 27.1, one level up. You will need to have Protoform Synthesis (Mount) unlocked to see and obtain it.
It can be reached via flying, using the Locus Shift network to teleport to the Primus Locus, or using other jumping/teleportation abilities.
