The treasure is locked inside an archive and can be accessed during and after completing Reap What You Sow side quest line.
Complete chapter 3 of Zereth Mortis campaign to unlock Cypher Console.
Research Tier 3 Sopranian Understanding upgrade.
After researching you can start Mysterious Greenery side quest. Complete the quest chain to open Blooming Foundry.
You can now obtain the treasure or return here at any time after the quests.
Enter the archive, go to the next corridor (southeast).
Move along the wall, take the path up and then the path down, you should spot Unripened Protopear on a tree down there.

The rooms above the treasure and the next one contain some gas clouds that grant you Pollen Cloud buff. Bring the buff to the Protopear.
It will grow a little and the buff will be removed. You need to bring the buff 5 times and the treasure turns into Ripened Protopear.
